As a combat-disabled veteran with a distinguished career in law enforcement, federal and state service, cybersecurity, and legal practice, Mr. Black offers a wide perspective on leadership, a blend of technical expertise and litigation experience, and a unique level of awareness for public policy that continually benefits the communities he serves.

Born in Atlanta, Georgia, Mr. Black’s connection to home is deeply rooted in public service. Having lived in various places across the United States, his sense of justice and passion for the rule of law were shaped by a confluence of personal and professional experiences and relationships formed in his hometown, across the nation, and around the world.

As a child abuse survivor in a family history marked by both organized criminal activity and wrongful prosecution, he witnessed the multifaceted nature of the legal system firsthand. This fortified his commitment to fairness, due process, and the pursuit of justice as a calling in the spirit of public service by tangibly manifesting it through actions.

Mr. Black’s career trajectory took him from volunteering in undercover narcotics operations as a teenager to serving as an Air Force criminal investigator in combat zones and at home-station, where he tackled issues ranging from criminal street gang recruitment to counterespionage while also receiving a commendation for his work with a multinational interpreter team translating for foreign nationals.

His service, however, was cut short by combat-related injuries in Afghanistan, which only strengthened his fight for justice off the battlefield. Transitioning to the private and public sectors, he honed his skills in financial investigations, cybersecurity software, and systems engineering. Mr. Black worked for the U.S. Department of Justice as a senior financial investigator and for multiple global technology companies as a cybersecurity engineer, incident responder, and privacy consultant.

While in law school, he furthered his legal knowledge through clerkships at various federal agencies, the Georgia Public Defender Council’s Appellate Division, and as an uncompensated Special Assistant District Attorney with the Cobb Judicial Circuit’s Appellate and Gang Unit after passing the Georgia Bar Exam. Mr. Black’s legal education was punctuated by high honors from Atlanta's John Marshall Law School and a Master of Laws from Georgetown University Law Center, where he studied the full range of financial regulations, civil and criminal government investigations, and emerging laws and ethics involving artificial intelligence and software process automation.

Then, as a senior attorney with the U.S. Pension Benefit Guaranty Corporation, Mr. Black has not only safeguarded privacy and cybersecurity, but he also led efforts to recognize historical injustices through his chairmanship of a federal working group while litigating national security cases before the World Intellectual Property Organization.

Mr. Black’s law practice has been as impactful as it has been diverse, advising stakeholders at all levels of government and the private sector on complex legal and public policy issues. His commitment to justice is further evidenced by his volunteer work with multiple community non-profits in metro Atlanta, the Military Legal Assistance Program of the State Bar of Georgia, and the Georgia Legal Services Project. 

His accomplishments included securing the release of an innocent Department of Defense employee and Army veteran who was wrongfully extradited to Georgia from Alabama, obtaining the expungement of a Georgia pastor’s wrongful conviction in Ohio, and the discovery of evidence related to the District Attorney’s direct financial conflict of interest in the criminal case maliciously prosecuted against his mother when he was in middle school nearly 20 years earlier.

Mr. Black remains eager to bring his background in government service, law practice, civil and criminal investigations, and public policy to bear in serving the citizens of Georgia and the United States.
